Open position: Ayitic Goes Global: Monitoring and Evaluation RFQ

3×3 Design (3×3) is seeking a consultant to provide support in conducting monitoring and evaluation of a pilot initiative that seeks to enhance Haitian participation in the global digital economy through creating enabling conditions for Haitian female youth to find employment in the digital economy. The pilot –“Ayitic Goes Global: Digital Jobs and Gender in Haiti” – is an initiative led by a partnership between the Latin America and Caribbean Network Information Centre (LACNIC) and International Development Research Centre  (IDRC). The focus of the pilot program is to promote the growth of a data-related job market and boost internet infrastructure and connectivity in Haiti.

The objective of the Monitoring and Evaluation research will be to draw lessons on two fronts: testing pedagogical strategies and identifying determinants of success in course completion and employment. The work of the consultant includes supporting 3×3 in conducting high-quality qualitative research using a mixed methodology of interviews, focus groups, surveys, and data analytics in Port-au-Prince, Haiti. The data will help to understand how the environmental factors affect the program activities to inform overall program design and identify incremental program improvements. Project evaluation will be an ongoing activity throughout the entire project cycle beginning April 2018 through June 2019.

The Selection Committee will conduct interviews with candidate organizations and teams during the period of February 21 to March 23, 2018, as and when the applications are received. Three candidates will be selected to submit a formal proposal. The contract is anticipated to be signed before April 2, 2018.
