3×3, in collaboration with BuroHappold Engineering, supported the Battery Park City Authority to facilitate its Sustainability Plan and New Green Guidelines in pursuit of its commitment to “achieve a carbon neutral Battery Park City by the middle of the century, along with greenhouse gas reduction and clean energy improvement targets, a strategy for achieving those targets, and a framework for ensuring BPCA lessees and business partners meet BPCA’s enumerated goals.” 3×3 helped orchestrate convenings with BPCA’s leadership and staff and community residents to elicit a collective vision for sustainability in Battery Park City and maintain its position at the forefront of innovative strategies and environmental standards for sustainable design, building maintenance and retrofits, and community action.


Project Context:

Stretching over 92 acres with 22 million square feet of built area, Battery Park City prides itself in its long history of sustainability initiatives that have kept it at the forefront of urban sustainability. Buildings, open spaces, and parks at Battery Park City were designed and built with state-of-the-art methods and technologies for their time. In adherence with its legacy as leaders in sustainability, in 2020, Battery Park City Authority (BCPA) initiated a planning process to chart a new course towards carbon neutrality.  

3×3 was the Stakeholder and Community Engagement partner on the Sustainability Planning consulting team led by BuroHappold Engineering. Other collaborators included SCAPE, FxCollaborative, Insight Civil, and BJHAdvisors.

Project Approach:

3×3 orchestrated convenings with BPCA’s leadership, staff, and community stakeholders to elicit a collective vision for sustainability in Battery Park City and maintain its position at the forefront of innovative strategies and environmental standards for sustainable design, building maintenance and retrofits, and community action. Through both internal and external pop-ups and workshops, 3×3 engaged nearly 500 stakeholders throughout Battery Park City in order to capture ideas, test strategies, and build awareness and capacity for the implementation phase. 

Project Outcomes:

The feedback from the engagement funneled into three key documents. The first, the Sustainability Plan, sets a high-level vision and a comprehensive pathway to achieve progressive sustainability targets over the next decade, and lays the groundwork for continued sustainability action after 2030. The Plan provides the framework for developing and implementing a carbon neutral Battery Park City by the middle of the century, in keeping with the mandate set forth in the New York State’s 2019 Climate Leadership and Community Protection Act to reduce greenhouse gas emissions.

The second, the Green Guidelines, provides detailed guidance to building owners, managers, and tenants regarding the steps necessary to achieve a more sustainable Battery Park City. The last document is the Implementation Plan, which will outline the policies, programs, partnerships, and funding mechanisms that already exist, as well as those that need to be created, to turn this Sustainability Plan into a reality.

Sustainability Goals

The BPC Sustainability Plan is centered on four Topic Areas: Energy, Water, Materials and Waste, and Site. Within these Topic Areas, there are 18 Strategies—long-range approaches to achieve our higher-level Vision and Goals. Three sustainability Goals were developed as pillars for action at Battery Park City:

Resource Management and Reduction Reduce the demand for energy and water, promote the creative reuse of resources, strengthen Battery Park City’s resilience, enhance its ecosystems, and minimize waste to reduce its environmental footprint.

Innovation and Inspiration – Leverage Battery Park City initiatives as scalable models for sustainability to reduce the neighborhood’s carbon footprint and inspire urban developments across the world to accelerate environmental action.

Education and Collaboration – Bolster engagement and education throughout Battery Park City on sustainability-related issues and actions while ensuring the benefits of those actions are shared, including improved environmental quality, reduced utility and operational costs, and higher quality of life.
